The 鶹ýӳPolice Department issued a warning Thursday indicating a federal sexual offender has been released and will be residing in a 鶹ýӳhalfway house.
Cameron Eugene Ratelle, 39, is considered a "moderate to high risk" for violent and sexual re-offending.
Due to the nature of his past crimes, the VPD believe Ratelle "poses a risk of significant harm to the safety of young women, particularly those 16 to 25 years old."
Ratelle is black, 5’8” tall, 160 lbs., with a stocky build, shaved head and brown eyes. He uses hearing aids.
Several years ago, Ratelle was arrested in B.C. after fleeing Ontario, where he committed sexual assault against a minor as well as university women on campuses in that province.
In 2017, Ratelle was released to a 鶹ýӳhalfway house and the public duly warned. However, Ratelle was re-apprehended for violation of release conditions just a few days after.
Once again, Ratelle is subject to numerous conditions for his current release. The VPD have provided those terms:
- not to go on the property of any educational institute or school [including university campuses]
- not to be in the presence of anyone under the age of 18 years of age without permission of parole officer
- abide by daily curfew from 10:00 p.m. to 8:00 a.m.
- not to possess, purchase or consume alcohol or non-prescription drugs
- not to possess, purchase or access pornography
- not to access any internet site or access any computer
- must reside at a community correctional centre or community residential facility
- must wear electronic monitoring device
Anyone who sees Ratelle in violation of any of these conditions is asked to call 9-1-1.
