The Barrett Commission recommended financial aid for the owners of condominiums like this one on West 6th Avenue in Vancouver. Constructed in the 1980s and ’90s, the buildings let water in, triggering decay, rust and rot. The sellers were not upfront about the hidden defects, strapping the buyers with debilitating repair bills.
