As a business owner, I'm in favour of dog owners tethering their pets outside. I've a small store and anticipate that suddenly many pets will be brought inside. From experience, this does not work well. The leashes are often long and dogs tend to wander while the owner is browsing.

Customers don't expect a "trip rope" and we've had accidents. Dogs have also been stepped on as most of us are not used to having animals underfoot. Another major detriment is the pet odor that's left behind especially on a rainy day.

Many dog owners already assume that it's their right to bring pets inside while they shop. I do not look forward to the increase of this inconvenience.
