City council is facing a $52-million budget gap and legally cannot run a deficit. The Vision Vancouver-dominated council is promising an increase in funding for libraries, parks and recreation services. In addition, the council says it will protect all funding and support for arts and culture programming. Wednesday's meeting begins at 6 p.m.
