ST. JOHN'S, N.L. — Newfoundland and Labrador's police oversight agency has charged a retired RCMP officer with forcible confinement and assault.
The Serious Incident Response Team of Newfoundland and Labrador says Cpl. Steven Blackmore is alleged to have assaulted and confined another man in June 2019 in the central Newfoundland town of Clarenville.
A news release from SIRT-NL says Blackmore was an officer at the time but was on leave and off-duty when the alleged assault occurred.
The watchdog agency says the investigation into the allegations against Blackmore was carried out by the Royal Newfoundland Constabulary, with civilian oversight.
Though SIRT-NL is responsible for investigating Newfoundland and Labrador's two police forces, the agency says it had a conflict of interest in Blackmore's case.
Blackmore has been released with a notice to appear in court on Jan. 26.
